The Cemetery Advisory Commitee consists of five members. One City Council Member (Patricia Lewis, Secretery), One City Staff Member (Logan Leary, Assistant Public Works Director and Chair of Committee), and three citizens who are not required to live in City Limits (Rhonda Craft, Vice Chair, Kathy Favaro and Colleen Llewelynn).

 
 

BOULDER MONTANA CEMETERY ADVISORY COMMITTEE BYLAWS

January 19, 2026

Replaces Bylaws dated March 10, 2020 and August 11, 2021

Task: the Cemetery Advisory Committee (the “Committee”) is tasked to recommend strategies to protect, preserve, and promote the Boulder Cemetery. The Committee shall assess the rules, regulations and fees of the cemetery and its columbarium, particularly with regard to the placement of flowers, ornaments, or other articles of personal property and then advise the Boulder City Council. The Committee shall also make recommendations regarding perpetual care, including the watering, maintenance and enhancements of the cemetery grounds. To meet these goals, the Cemetery Advisory Committee is organized as follows:

Organization

•The Committee consists of 5 (five) members appointed by the Mayor and approved by the City Council. 

•The Committee will include one City staff, one City Council member and 3 (three) volunteer members of the public.

•Committee members do not receive compensation for service on the committee.

•Committee members shall serve a term of 3 (three) years. 

•Committee members may be reimbursed for pre-approved expenses incurred doing committee work.  Workers’ Compensation for Committee Members will be paid by the City of Boulder.

•Committee vacancies will be appointed by the Mayor.

Officers

•Committee members will elect a Chairperson, a Vice-Chair and a Secretary.

•The designated City staff member will generate the meeting Agenda.

•The Chairperson will preside over committee meetings and may  appoint someone to do so in their place. 

•Chairperson shall represent the Committee at City council meetings, or appoint a representative to do so in their absence.

•The Secretary will take meeting minutes and distribute accordingly.

Meetings

•The Committee shall meet annually at a minimum, and as may be tasked by the City Council.

•Meeting location, time and date, and remote attendance option will be publicly noticed and is open to the public.

•The Secretary will take meeting minutes. Meetings will be recorded for purposes of transcribing. 

•Meeting Minutes will be included in an upcoming City Council Meeting packet for their review, discussion, approval or revision, and action on recommendations.
